Fill up one spool with 4 pound test fluorocarbon for trout and one with 8-10 pound test fluorocarbon for bass. As to a rod, I feel that a good all purpose rod would be something like a <a href="http://www.tacklewarehouse.com/Shimano_Reels_Spinning/catpage-RLSSHIMANO.html?from=bassman" rel="nofollow">Medium/Light</a> with a fast tip. This would give you the softer tip needed for trout but enough backbome to handle a bass.
